The Hunger Games series has a lot of references to Ancient Rome - names like Cato and Portia, the Games as gladiator-style death matches, etc. One lesser-known resemblance was that the Roman Empire, in its decline, was also split up into twelve “districts.” By the 290s, the Empire had ballooned to a size the central government could barely control, with a confusing system of small provinces and local leaders. Holy Roman Emperor Diocletian tried to regain power by roping the provinces into twelve administrative diocese, headed by a vicarius, or vicar. However, the diocese began to fall apart after only a few centuries, especially in Western Europe, as the Roman Empire began to crumble. Considering the fact that neither Panem nor this large twelve-districted Roman Empire could successfully hold it together, the similarity is probably deliberate. -- source link
