It was created by the FBI as part of a coloring book made to look like the Black Panthers created it. They sent out several copies of this coloring book to several supporters (mostly the white ones) of the Black Panther Party hoping to put a damper on the growing number of supporters they amassed at the time. This was part of the illegal efforts carried out by the U.S. government to actively disrupt, infiltrate, and sometimes totally destroy political movements, which it continues to do to this day.
