These quotas guaranteed that students get the same share of university and college places as their ethnic share in the population. “… On the other hand it should also be taken into account that youths belonging to a nationality or ethnicity within the country are represented among students to the same percentage as they are present in the population but at least to nine-tenths of the same ratio.” The Law of Numerus Clausus, 1920 XXV. HungaryTo understand this law you have to understand the carrier choices of the Jewish people. People of Jewish descendant were over-represented in law and medicine: about 30% of law and medicine students were of Jews, while Jews were only 6% of the population. Thus the new quota system - under the pretense of social justice - created a barrier of entry for Jewish students who would have qualified as law or medicine students based on their merits but were excluded since they could only fill 6% of the university seats. Therefore historians agree that this was a discriminatory and antisemitic law. A smart and hard working Jewish youth would have to make place for a less capable non-Jew. With the benefit of hindsight historians now agree that the quota system marked the onset of racism and fascism in Hungary.On the bottom pictures you see Miklós Horthy - the same progressive guy who gave you the educational quotas - enjoying a ride with his ally in war, Adolf Hitler.In 100 years the same idea - quotas based not on your skills or merits, but based on your unalterable birth characteristics - went from “progressive“ to “discriminatory and fascist” to “progressive and needed for social justice”.There is no progress.
