So, I noticed something watching this scene back. None of the people seem to be feeling any distortion of gravity. And we know Fujitora’s power is perfectly capable of affecting people since he uses it on Luffy and Sabo during their fights. Some of those pieces of debry are very large and very heavy so if he was just lessening the gravity across a wide area, human beings would be caught up in it as well.
