While many are quick to point out the decrepit state of the Qajar government, it was actually a fairly well-organized bureaucracy that introduced a number of conventions to Iran, laying a foundation for the transition from empire to nation-state. These seals belonged to Hajib al-Dawlah, and are multi-colored, each color representing a region of Iran.
