It’s not even just “I could, but I won’t” in the dialog. There’s no security at night at a CIA facility where Charles was waiting for Erik to exit? It’s suspicious to say the least. Furthermore, with his awareness of metal, Erik would be aware that Charles was there, likely to stop him. And Erik, of course, was ready to defend himself.The conversation that followed must’ve been utterly unexpected. Charles was explicitly offering him a choice. It’s one of the many scenes where the movie depicts Charles helping Erik to become, not just a better man, but his own man, master over his own identity instead of a monstrous creation, isolated and brutal because of society’s rejection as Frankenstein’s Monster confessed in the novel.And if the entire scene, in sum, can be somewhat interpreted as Charles establishing dominance through prescience and declaration of his power, his accession to Erik’s desires transmutes the interaction into a declaration of affection instead being that he’s offering, not resources, but that abstract thing called friendship. And if we would never know what Charles knows about Erik, XMFC shows Charles emphasizing their relations are between equals….further destroying the..monster.. by integrating him into fellowship. However, Erik is not a creation in isolation. He has been a beloved child and he wants the security of the happier parts of his childhood. I suspect that Charles, who’s likely too old when too young, privileged in resources but not in affection, doesn’t realise until too late that Erik wanted family in a way Charles has difficulties in understanding. -- source link
