Especially if they made public newspaper announcements that this is what they will ALL be doing.This is called “Work-To-Rule” (a form of malicious compliance), and is a very useful and effective tool in labor organization! When I was in sixth form, a couple of departments at my school went on strike for reasons I don’t remember. My history teacher told me that their union had its own rules for striking that ensured pupils would not lose out on their education. So what they basically did was still teach classes, but they didn’t do any of the admin/paperwork that they normally did to help run their departments. Made things more difficult for the school board to do their duties. -- source link
