He isn’t talking about people who broke their foot. He’s not talking about someone who has a sore throat and doesn’t feel like driving themself. He’s talking about someone in dire need of immediate medical attention weighing the pros and cons of calling an ambulance when they should just be able to call for an ambulance. I can absolutely attest to the sickening rate at which I’ve personally dispatched an ambulance to someone who needs it only for them to refuse transport for lack of funds.
