He manifests during certain choice arrangements of moonbeams to soothe skittish Circus Animals with his air-kitar, a banned instrument that allows one to produce tones by inhaling and exhaling air through artificial melody-lungs. The music it produces sounds like an orchestral hitpack cobbled together from stock audio of people sighing contentedly. Whoever banned it was probably just jealous of it.
