On This Day in History June 5, 1947: United States Secretary of State George Marshall gives a speech at Harvard University’s Commencement which highlighted the aims of what would eventually become the Economic Recovery Act of 1948 aka the Marshall Plan. The Marshall Plan was a series of economic relief programs to rebuild and restore the economic infrastructure of postwar Europe. The plan was submitted to the United States Congress who passed the Economic Cooperation Act of 1948, and on April 3, 1948, United States President Harry Truman signed the act. In total more than $15-billion in aid was provided by the Marshall Plan.
