Rassilon and some members of the High Council insist that the Doctor is a traitor and deserves to die, while the General and some of the War Council argue that the Doctor saved them and gave them hope. Rassilon doesn’t understand the point of hope while the General insists that the Doctor’s plan is less disastrous than Rassilon’s knee-jerk plan to destroy all of time and space. Rassilon threatens the war council, maybe even kills someone. The war general makes a last ditch attempt to unleash a new round of regenerations through the crack, keyed in on the Doctor’s biosignature. Rassilon strikes him down, but too late. The cogs start turning and the clock strikes twelve. The crack seals to await the day the Doctor, in his new cycle of regenerations, deems it safe. Meanwhile, the High Council reconsider their resurrection of Rassilon and whether the rumours about his tyranny are true.Oooh- that idea is fairly plausible.
