After the disappearance of the Dwemer, marking the end of the Battle of Red Mountain, Nerevar sought the advice of the Tribunal, who were then his advisors, on the handling of Kagrenac’s Tools and the Heart of Lorkhan.The Tribunal proposed that the Tools should be kept for the welfare of the Chimer people. However, Nerevar was hesitant to agree and imposed a condition that they swear an oath to Azura to never use the Tools as the Dwemer had.For years, the oath was upheld, but in secret, Sotha Sil studied Kagrenac’s Tools, and eventually foresaw a new world of peace with the Tribunal as its rulers. Together, the Tribunal journeyed to the Red Mountain and used Kagrenac’s Tools to unlock the powers of the Heart of Lorkhan. Soon after, Azura cursed the Tribunal for their betrayal by turning the skin of every Chimer to the color of ash and their eyes into fire.
