If a company only hires white people they can claim that only white people applied. Or that any applications from POC just happened to be unsatisfactory in some way. The survey allows them to quantify the likelihood that a company is making discriminatory hiring decisions. This isn’t to say that filling out the race survey at the end of your application will protect you from being discriminated against.
