This was issued on the 25th August 1792, at the most desperate time of the revolution: fifteen days earlier the Tuileries Palace had been stormed and the King overthrown, on the 19th August the Prussians had invaded France and on the 23rd they had captured Longwy, a vital strategic town on the road to Paris. The revolution was fighting for its life, its salvation at Valmy a month away.
