He is placing his newly acquired protomolecule in the other dish - the Belter’s dish - to rebalance the scales. Just as the traditional Justice tarot is a figure holding up a sword to represent the force of justice, Fred holds his finger over the button which controls his newly acquired nuclear arsenal. The butcher’s knife sticks out from his back, representing the incident which called Fred to account for his actions and be himself judged accordingly.
