BUT, if you’re writing Quenya or Sindarin out in Tengwar, you need to put the vowels above the constonants that follow them, with different placeholder marks for vowels at the end of words depending how long they are.Also, sometimes the vowels can be written out as full letters as well, there are lots of different ‘modes’ - that’s why Frodo couldn’t read the writing on the Ring, he wasn’t familiar with that mode and the vowels were probably in the wrong place to him. -- source link
