This is one of hundreds of sketches or doodles drawn by Clement Winston (1902-1986), who worked as an economist at the Office of Business Economics at the United States Bureau of the Budget. Mr. Winston was positively brimming over with creativity—he wrote hundreds of poems, composed a comic musical about his job and several pieces of music, and he doodled through innumerable seemingly boring meetings. His sketches were not just to pass the time in meetings (although there are quite a number about meetings and on sheets of paper where the purpose was clearly more budgetary), but were clearly used to accompany poems, cards, and other creative ventures.
