They just call it “misandry” or “sexism”. And then feminists like you come along and tell them those things don’t exist in the first place, or aren’t “real” problems. What do you call women falsely accusing men of rape? That’s systemic power they have, it can hurt and kill the men they accuse, and, some argue, it makes actual female victims less trustworthy. Women have the institutional power in that situation, so they meet your definition for “toxicity”, but feminism doesn’t like to discuss false rapes.
