The epees they are holding have a wire running up a groove to a button on the tip. The fencer wears a body cord which plugs into a socket in the bellguard of the epee, and runs up their sleeve and out the back of the jacket to a scoring box. When you press the button on the tip, the light goes off. The purpose of the grounded skirt-things is so that when you stab the skirt-thing, the light does NOT go off.
