After many years of experimentation, a Swiss chocolatier named David Peter tried using condensed, rather than too watery regular milk, mixed with chocolate. This was in 1875, and milk chocolate has been a best seller ever since. European milk chocolate generally keeps his formula, using condensed milk, whereas American and British milk chocolate contain a milk and sugar mixture.
