Superior Court of the District of Columbia, Judiciary Square, Washington, DC, 1973.A picture taken today would show little change, though the city has changed radically. The District of Columbia is a strange creature politically, and it combines the functions of a city with those of a state but under the thumb of the Federal Government. In those days, before home rule and election of local government leaders, the thumb could be quite heavy. Now judges for the court are locally appointed, while in the past they were approved by the Congress. -- source link
