This guy was a Korean shopkeeper during the LA Race Riots of 1992, better known as the Rodney King Riots. For six days, the authorities literally abandoned citizens, especially in Koreatown where most of the damage was focused. 63 were killed, over 2,000 were wounded, and over 12,000 were arrested. The violence only ended when the FBI and US military intervened. Some people, most notably Korean-Americans, took responsibility for their own safety after the police started ignoring their calls for help.
