(link for reference in the rest)This is from Captain America: Steve Rogers #17, by Nick Spencer, and appears to be Roger’s move to recruit Magneto into Hydra.This is more of that bullshit “Hydra isn’t Nazis!” bullshit trying to say “Look! Hydra!Cap gave the head of a Nazi to a Holocaust survivor! He can’t be all bad!” and I say FUCK YOU ALL SO MUCH. Hydra!Cap is a Nazi because Hydra is Nazis. This is basically “A prominent Nazi killed a political rival and gave his head to one of that rival’s enemies in order to recruit him into the party” and when that enemy is a Jewish Holocaust survivor, it’s easy to see how reprehensible this sequence is.And that’s ignoring the caption which says that this propaganda move is working and bringing people onto Hydra!Cap’s side.
