High Hrothgar is the monastery of the Greybeards dedicated to the peaceful study and practice of the philosphy of the Way of the Voice. At the base of the Throat of the World, High Hrothgar acts as a gateway barring entry to the summit of the mountain. It was built by Jurgen Windcaller, the founder of the Way of the Voice, who spent seven years in meditation after the Chimer and Dwemer defeated the mighty Nordic armies and their great Tongues, driving them out of then Resdayn, now Morrowind, in 1E 416.Jurgen Windcaller came to the conclusion that their defeat was the gods’s punishment for the hubris of Man, and that the Voice should only be used in service to the glory of the gods, not of Man.He began spreading his philosophy among his fellow Nords, and 17 Tongues challenged him to combat in a bid to prove him wrong. Legend has it that Jurgen swallowed the Tongues’s shouts for 3 days until their power was exhausted. The Tongues could not deny this outcome.
