In early 1933, Congress established the Civilian Conservation Corps (CCC) as part of President Franklin D. Roosevelt’s New Deal to create jobs. The program employed approximately 3 million men between the ages of about 17 and 25 in natural conservation projects, including forest management and flood control.The CCC considered the education of enrollees a high priority and men were encouraged to spend recreational hours in large education halls, libraries, and reading rooms.
