View of Yakutsk (Siberia, 1735) by Johann Wilhelm Lürsenius.Yakutsk was founded in 1632 as an ostrog (fortress) by theCossack Petr Beketov, and in 1639 it became the centre of avoyevodstvo (voivodeship). Moscow designated it as theheadquarters of a separate administrative district, from whichservicemen from all other districts were banned. This was becauseCossack bands were fighting among themselves, getting involved inintertribal warfare (on opposing sides), and collecting tributewithout permission, with some Yakuts groups having to pay tribute twoor three times. This led to uprisings among the locals, causing adecline in revenue for the government. However, their measures todeal with the situation were only partially successful. -- source link
