If this is a common US thing at all (and I doubt it - in fact I’d guess some or all of these tweets are complete fabrications), it’s recent. This didn’t happen when I went to high school and I’ve never personally heard of it happening anywhere else either. Here’s a Wikipedia article about one such program. My high school did it. Also they lie about statistics.
