The levee at Caernarvon, Louisiana is dynamited in April, 1927. Beset by massive flooding (some rain gauges measured 15 inches of rain in one 18-hour period), New Orleans appealed to the federal government to dynamite levees in Louisiana so that the floodwaters would inundate rural areas and not the major port of New Orleans. The government agreed, and used dozens of tpons of dynamite to destroy the levees on the other side of the river, flooding St. Bernard and Plaquemines Parishes. Though the residents of these areas were promised financial restitution for their losses, most of their claims were denied and a lot of the aid money went to large corporations.{WHF} {HTE} -- source link
