Ö like in …Peng: … the “ke” from “possible” [in Mandarin Chinese].   Notes:  The format “XY de X/Y” is a very common format in Chinese to identify a written character because the language has a lot of homophones and is highly contextual. 的 (de) is a possessive like the English apostrophe s or Japanese の (no).  This is actually a memory device I used to learn the O-Umlaut sound, because the meaning is actually similar– können is the 3P/formal 2P form of “can”, and the meaning for 可能 is also “possible/ can” (to be real nitpicky, 可能 has a less firm/decided connotation than “can” (可以) but it works for the purposes of memorising).  The best English equivalent I could think of is the word Colonel/kernel. -- source link
