China: Bank of China 20 Cents of ‘1918′. Shanghai on Harbin. This banknote was intended for issue in Harbin, Manchuria. Harbin had a population which included over 120,000 Russians by the 1920′s. However by the early 1930′s, the Japanese had secured control over this region of North Eastern China and established the puppet state of Manchukuo, with the last Emperor of China - Pu Yi - as emperor/head of state. Due to this loss of control, left-over stocks of small change notes were overprinted and issued from Shanghai in the early 1930′s. -- source link
