Chaos was an entity that was created on the planet that Queen Serenity originally came from. Serenity’s people were experimenting with a way to contain all the evil in the universe, but the evil energy coalesced into an intelligent being called Chaos. Chaos grew too powerful and destroyed Serenity’s planet. As the monarch of that planet, Serenity was the only one able to survive and escape. That’s why she fled to our Solar System, set up the Moon Kingdom, and set up the Sailor Guardians. She knew of Chaos’ threat, so created a way to fight against it. -- source link
