Tilbury (a port town in Essex) was the biggest shipping centre for London’s food supplies, so it had been bombed many times.  This photo is of bombs dropping on the port (October 4th, 1940).  The first group of bombs would hit the ships lying in the Thames, and the second group of bombs would hit the docks. -- source link
