She has the power of Resource, which means you can turn anything into something else. However, it’ll stay the same material. For instance, if you find a plastic bag you can turn it into a handy rope, or a glass beer bottle into sunglasses. I thought of the concept of kwamis being able to make other kwamis if necessary which explains why there are American-themed kwamis when America is way less than a thousand years old.
