Zola is watching Bucky, and Bucky has death-eyes fixed on Zola. You see, it’s always a problem when you are turning a man into a weapon, and you don’t get to finish the mind-control element. When that weapon still has free will and remembers you tortured him, you really should be afraid.When they’re going after Zola, when they’re waiting for the train, the moment Jones says “he’s on the train”, Bucky visibly tenses, drawing himself up, clenching his teeth. He’s not there just for a mission. He’s there to kill the one who hurt him. And Zola knows it too. I think it’s very interesting that when he and Steve are separated on the train, Zola sends at least two people after Bucky, but only one after Steve. And when he says “shoot again! Kill him!”, I honestly believe it was directed more at Bucky than at Steve. I rewatched the cuts between the scenes slowly, and Zola looks increasingly worried when Steve goes to Bucky’s aid.Zola’s next scene supports this, as Zola looks so quietly pleased when he’s told that Bucky is dead. He created a weapon that was designed to kill and not stop until its target was dead. As long as Bucky Barnes lived, Zola knew he would be a target for this supreme weapon he created. So yes, he’s pleased that Barnes is dead. He’s relieved, because as Colonel Phillips observes “You want to live”.But when the opportunity arises for him to get in touch with Russia, and he finds his old toy has been put on ice and he can finish what he started? Well, he’s hardly going to complain, especially not when he can guarantee that said weapon can and will never come after him again.
