Earlier this week Governor Cuomo released proposal details and renderings to upgrade and expand Penn Station, the busiest train station in the Western Hemisphere. The proposal, which would include acquiring and demolishing an entire Manhattan block, is dubbed the Empire Station Complex, and would combine the separate railroads’ concourses “into one state-of-the-art open, light-filled space.” The complex would connect with the Gateway Tunnel project, which would replace and expand the crumbling tunnels under the Hudson River, a long-proposed plan that is finally gaining momentum under the Biden administration’s American Jobs Plan infrastructure initiative. The new complex would allow for increased ridership capacity, and despite remaining under Madison Square Garden, would include higher ceilings with sunlight, wider corridors, improved pedestrian flow, and 30 new ways to reach platforms. The complex would also result in the demolition of an entire city block south of Penn Station between 30th and 31st streets and Seventh and Eighth Avenues for the expansion of the tracks and possibly converting the Hulu Theater at Madison Square Garden to a new entrance.
