The dregs of metahuman society—the rejects, the outcasts, and the runaways—have coalesced, too, into teeming villain gangs, eager to claw and bite and backstab their way to power and money. But when heroes and villains cross enemy lines, loyalties are tested and distinctions blurred as they are forced to contend with the city’s most beloved—and its most despised.
