If Sailor Moon were ever to try an attack without pure intentions in her heart (aka, the intent to stop evil and protect others), the Silver Crystal would fail to work and not manifest an attack. That’s why Usagi’s greatest feats appear to be miracles of the Silver Crystal when all hope seems lost. That’s when she prays the hardest and believes with her entire soul that evil can be vanquished. Usagi is special for that reason.
