Although she is part of the Outer Guardians, Hotaru feels eternally indebted to Usagi for relentlessly and fiercely protecting her when she was marked for death by the Outers. While she understands Haruka, Michiru and Setsuna’s actions and loves them unconditionally now, Hotaru’s heart swells with gratitude towards Usagi most of all.
