To answer some questions below - this is likely to follow the previous Doctor Who S9 Steelbook, which also featured art by Alice. The release was a worldwide exclusive at Amazon UK only, with no international release. The release sold out rapidly and can now change hands for £200+. There will be a DVD release of Sherlock S4, but NOT with this art. There will be no DVD Steelbook. The Sherlock Blu Ray Steelbook will be definitely be Region B coded (UK, Europe, Australia) at a minimum with no confirmation on it being region free. -- source link
