Trichoptera, Brachycentridae, Brachycentrus sp. These guys attach their cases to rocks in streams, facing into the current, and anchor the front edge of their case to the substrate with silk. With their case anchored they can hold their middle and hind legs out into the current, trapping food particles in their fine hairs. Occasionally, the larvae will bring a leg to their mouth and clean off the food particles (Voshell, JR. 2002). -- source link
